There are 37 national standards, accounting for 40%; 47 professional standards, accounting for 52%, and 5 lessons learned skills documents, accounting for 8%. Therefore, in the system, there is a standard supporting system, the share is appropriate, and the level is appropriate.

It can be seen from Figure 14-1 that the upper-level specifications have the effect of lesson, restriction, or compliance with the next-level specifications, and the next-level specifications are the common composition or drafted effect of the upper-level specifications.
